Director of Workforce Strategy and Development

POSITION SUMMARY:  

The converging demographic trends of an aging population and the challenges of recruiting and retaining quality staff across all frontline, clinical and managerial positions employed in the continuum of aging services and senior living have created a workforce crisis in this sector. LeadingAge, a national association of not-for-profit aging services providers headquartered in Washington, DC, identified workforce development and growth as a strategic priority in 2019; this focus has intensified since the pandemic disproportionately affected the sector’s ability to recruit and retain staff across all settings. In response to this crisis, LeadingAge is seeking to hire a Director of Workforce Strategy and Development to lead strategic efforts in this arena. Working across thousands of LeadingAge members, our state affiliates and a professional staff from LeadingAge’s research, policy, education and communication departments, this position is responsible for guiding our efforts to improve the recruitment, retention and sustainability of a diverse, quality aging services caregiving workforce.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Leadership:

• Work with the LeadingAge CEO and staff from the various departments to develop and periodically revise the organization’s Workforce Strategy in line with the changing workforce challenges and opportunities.

• Oversee tracking and implementation of annual Workforce Work Plan activities developed collaboratively with other LeadingAge and state association staff, the LeadingAge Board, select members and external stakeholders.

• In collaboration with key internal/external stakeholders, develop talent acquisition, employee life-cycle and succession planning initiatives that translate across all provider settings which cultivate a career growth mindset and positively contribute to and align with LeadingAge’s Workforce Strategy & Plan as well as the workforce retention strategies of our members.  

• Serve as a content expert and point person for staff, members and external stakeholders.

• Provide project leadership, management, technical assistance and guidance in the development of new workforce programs. Convene teams to design and implement new workforce tools, initiatives and services.  

• Represent the Association, membership and key programs on relevant workforce coalitions and at external meetings and events.

• In collaboration with communications staff, develop promotional strategies to grow awareness and inspire participation in key workforce programs.  

• In collaboration with the LTSS Center research staff, design and assess program evaluation efforts, making recommendations on any needed changes.  

• Evaluate state and national workforce programs to identify new grants, strategies or partnerships.

• Models LeadingAge core values of community, catalyst, courage and stewardship.

• Committed to fostering a diverse, equitable and inclusive community where all are able to meaningfully contribute and thrive.

Program Management:

• Lead the implementation of all initiatives tied to LeadingAge’s Workforce Strategy and Plan.

• Develop and implement workforce programs as needed.

• Develop brand strategies for new workforce programs and work with appropriate LeadingAge teams to implement marketing/communication plans.

• Identify education topics, trainings, learning and development best practices across aging services continuum of care and other resources to meet member workforce needs.

• Craft key communications (newsletter articles, videos, reports, web content, presentations, etc.).

• Establish and maintain external workforce partnerships.

• Participate or lead grant-related activities in collaboration with the LTSS Center research staff and other relevant LeadingAge staff

• Create a plan and focus on workforce efforts as directed

QUALIFICATIONS, KNOWLEDGE and SKILL REQUIREMENTS:  

• Bachelor's degree in nursing (or some other professional occupation such as social work, therapy, gerontology etc.,) from a four-year college or university and a minimum of 5 years’ experience in developing new workforce/organizational initiatives and managing cross functional strategic projects or an equivalent combination of education and experience is required; registered nurse and/or master’s degree preferred.

• Deep knowledge of and experience in workforce development, organizational development, online education, learning and development for the aging services workforce that can be translated across all provider settings and key issues relevant to the continuum of aging services and housing, including nursing homes, home health and home care, and other settings is required.

• Self-directed ability to organize and manage multiple work plans and projects with attention to detail.

• Prior experience being accountable to goals, including setting milestones and reporting outcomes to internal and external stakeholders.

• Excellent written and oral communications, interpersonal and public speaking skills, including the ability to foster cooperation and maintain effective relationships with members, state association executives, staff and other key leaders and stakeholders.  

• Demonstrated ability to assimilate information from a variety of sources and recommend actions.

• Strong interpersonal skills, including working effectively as a leader and a member of teams.

• Ability to concisely create and package information, such as newsletter articles, reports and online content.

ADA SPECIFICATIONS

Ability to communicate clearly through telephone, computer e-mail and person to person contacts. Must be able to sit and use computer, monitor, keyboard, and mouse for extended periods of time. Must be able to speak to groups with the use of microphone and audiovisual equipment. Availability and mobility for local and national overnight travel is required.
